联大第1803号决议确认人民和国家对自然财富和资源享有永久主权，并要求其行使服务于国家发展和本国人民福祉；但决议相关分析也规定自由缔结的外国投资协定应善意遵守。该决议不单独证明自然资源永久主权为强行法，也不自动使既有双边条约失效。
