规范命题与2012年识别入口
1954 年《海牙文化财产公约》第4条为缔约方规定尊重文化财产的义务，并将例外限定为军事必要性迫切要求的情形。2012 Problem 明示双方不是该公约当事方；因此文本只能作为拟主张习惯法或比较规则的清晰参照，不能直接写成双方已受条约约束。

英文原文 · EnglishThe High Contracting Parties undertake to respect cultural property situated within their own territory as well as within the territory of other High Contracting Parties by refraining from any use of the property and its immediate surroundings for purposes which are likely to expose it to destruction or damage in the event of armed conflict; and by refraining from any act of hostility, directed against such property.
